Meet the Staff

Michael Durkin
Director
Michael Durkin comes to Cumberland County from Denver, Colorado, where he worked in Emergency Management for a wide range of disasters, both natural and manmade. Prior to this he was a wildland firefighter, EMT, and worked in international development. Michael focuses on the management of our staff, the grant management process, helping to develop and enhance our internship and public outreach programs, assisting the development and coordination of emergency plans and T&E activities, and working on the overall strategy of the agency.

Aaron Milroy

Aaron joins us in Cumberland County from Quantico, Virginia, following 20 years with the US Marine Corps and a year at Georgetown University’s Emergency and Disaster Management program. His background includes operations, logistics, planning, training and education, exercise planning and execution, and risk management. In his new role, Aaron focuses on the internal management of our staff. He helps develop and enhance our internship and public outreach programs, assists in the development and coordination of emergency plans, training, and exercises, and he supports Director Durkin in the overall strategy of the agency.

Ron Jones
Project Coordinator
Ron assists with all-hazards planning, training, resource coordination, and other emergency management support activities, both within the county government and in coordination with other local and state agencies. He also serves as the Emergency Management Agency Liaison to the Emergency Management Response Teams. Ron represents CCEMA with various local, regional and state planning groups and committees including Public Health, Hospitals, EMS, Mass Care and Feeding.

Chelsea Robbins
Training and Exercise Coordinator
Chelsea is responsible for planning, organizing, and sometimes delivering the training and exercise activities for Cumberland County. She coordinates with public safety agencies, elected officials, and other partners to ensure their training and exercise needs are met. Chelsea also helps to organize our public outreach events and creates content for our social media. Chelsea attained a Bachelor's Degree in Medical Biology from the University of New England and a Master's Degree in Public Health with a concentration in Biosecurity and Disaster Preparedness from Saint Louis University.

Donna Somma
Finance Assistant
Donna is the Finance Assistant at CCEMA who works on payroll as well as paying and issuing invoices. Donna is charged with tracking multiple grants that fund our department, such as the Homeland Security Grant Program, which is issued to our agency and partners in the county. Donna attended USM and several outside programs such as Women in Higher Education. She loves Otto's unique pizzas (no anchovies!), downhill skiing, the Western mountains of Maine, swimming, reading, and spending time with family and friends!
